Project Description:

The Consultant shall be responsible for the Sakarya Metropolitan Municipality Yazlik Junction Construction. This project includes a total of 5 new stream crossing bridges, 1 underpass for vehicles and pedestrians connecting Sabahattin Zaim Boulevard to Çevre Yolu Street, 1 post-tensioned bridge extending in the north-south direction (from Farabi Street to Prof. Dr. Sabahattin Zaim Boulevard), 2 pedestrian underpasses, 3 pedestrian overpasses, soil improvement works and infrastructure, lighting and landscape works. The bridge has 3 lanes in each direction, including 2 through lanes and 1 auxiliary lane for merging and diverging traffic plus 1 lane in each direction dedicated for public transport (metrobus).

The Project area is located at the intersection of Adapazarı and Serdivan districts. Yazlık Intersection has a modern roundabout structure and is connected to 7 different arms

Services Provided:

• Part 1.  Tasks prior to start of construction works:

Oversee and ensure the contractor’s full compliance with contract, technical, legal, and environmental/social requirements by reviewing and approving plans, documents, personnel, and permits; verifying technical accuracy and quantities; coordinating stakeholders; and supporting safeguards, land acquisition processes, and reporting to prevent risks and disputes. Review and approval of mobilization plan, methodology and material procurement schedule, Contractor’s OHS Plan

• Part 2. Tasks during construction:

2.1 Supervision tasks

Oversee construction execution by approving and monitoring work programs, materials, QA/QC, and drawings; supervising inspections, testing, and compliance with technical, environmental, social, and OHS requirements; managing risks, accidents, grievances, and land issues; certifying payments and completion; handling variations and claims; coordinating with authorities; and supporting project handover, reporting, and sustainability assessments. The Consultant will assist and provide the necessary technical information about the projects to the Client and ILBANK for their assessing the energy efficiency and Greenhouse Gas (GHG) Emissions and Calculations if requested by the Client and ILBANK.

2.2 Administration of the Civil Works Contracts

Manage contract finances and cash flow forecasting; monitor insurance and guarantees; operate the project management system; track progress, quantities, and site activities; compare planned vs actual performance; certify payments; and ensure proper reporting, documentation, and meeting coordination.

2.3 Administration of Environmental, Social, Health and Safety (ESHS)

Ensure the Contractor’s environmental, social, health, and safety (ESHS) compliance by reviewing and updating plans and documents; conducting audits and site inspections; monitoring reporting, stakeholder engagement, and grievance mechanisms; managing non-compliances with corrective actions; supporting land acquisition processes; coordinating with stakeholders; and producing regular ESHS monitoring reports.

• Part 3. Supervision during the Commissioning, Defects Liability and Maintenance Period:

Oversee works during the Defects Liability Period by inspecting and supervising repairs, identifying and resolving defects, and ensuring proper completion; prepare regular monitoring and defect reports (quarterly, biannual, and final); verify as-built documentation and final costs; and ensure proper contractor demobilization.

Name of Client: The Ministry of Public Works and Transport Project Implementation Unit (PMU) – Cambodia Cross-Border Connectivity Enhancement Project

Project Description :

The objective of this project is to improve cross-border connectivity along selected road corridors between Cambodia and Viet Nam.

The indicative project components, to be determined and detailed as part of this assignment/ consulting services, are as follows:

1. the improvement of four NR sections (160 km) to facilitate border connectivity, including: (a) NR 78 (at Ratanakiri), (b) NR 74 (at Kratié), (c) NR 72 (at Tbong Khmum), and (d) NR 2 (at Takéo);
2. the construction of CBFs at the end of each above-mentioned border road (Oyadav, Trapang Sre, Trapang Plong, and Phnom Den); the CBF may include, among others, immigration building, administration building, different parking areas, main office building, staff accommodation building, and cargo terminal.

Services Provided:

• Identification and Finalization of CBF Sites and Road Alignment(s).
  • Conduct initial site studies and consult key national and provincial stakeholders on CBF sites and alignments.
  • Establish guiding principles, select evaluation criteria, define the study area, map factors using GIS, and identify potential CBF sites and road alignments.
  • Conduct a multicriteria analysis of options and finalize the preferred option
  • Prepare draft and final CBF Site Location Reports, and Alignment Options and Selection Reports.
• Conducting Feasibility Studies and Developing Preliminary/ Conceptual Designs and Developing Detailed Engineering Designs for all components.
  • Review of the infrastructure sector and existing reports and data, in the provinces that will include 3CEP components including among others, an assessment of the transport network, logistic facilities, and cross-border infrastructure.
  • Conduct desk studies, condition surveys, and stakeholder consultations to assess existing infrastructure and CBFs.
  • Perform technical assessments, traffic demand forecasts, population projections (2039 & 2054), and climate impact assessments.
  • Develop concept and preliminary designs for roads and CBFs, identify land needs, and prepare detailed engineering designs.
  • Review national E&S regulations against AIIB standards, conduct ESIA, develop ESMP, BRP, EMP, GSIP, SEP, and project-level GRM.
  • Address gaps in existing studies (e.g., Trapang Sre), conduct E&S due diligence for schemes involving past land acquisition.
  • Estimate capital/O&M costs, assess financial and economic viability for CBFs, roads, and overall 3CEP.
  • Prepare procurement plans, bid documents, construction prioritization (including 2nd CBF for DED), implementation schedules, manuals, and O&M report.
  • Finalize all required documentation for government and AIIB approval, including public disclosure translations.

Period and the expected output of availability of approximately 68 kms length of roads with 443 m of bridges into the road network system to improve accessibility and connectivity.

 Project Description:

The purpose of the multifunctional facility of international level bus terminal in the KPEC project area of WGP is to generate
an economic and social revival of the area with an optimal generation of revenues.
The Primary objective of the assignment is to prepare a feasibility study and a business plan for establishing a modern
state of the art bus terminal along with allied facilities on a practical and feasible location. The study will include a
masterplan that ensures a flexible and sustainable spatial development for growth of the bus terminal so to be able to
accommodate future transportation activities and supporting functions that are essential for the daily functioning of an
international bus terminal.

Project Description:

Third Party Validation (TPV) is required to validate/ improve the  studies conducted in year 2018, 2020 and 2021 to determine optimal Route of Rawalpindi Ring Road Economic Corridor by evaluating the conducted/ improved feasibility studies on Technical, Financial and Legal parameters.

Prime Minister office directed to conduct third party validation of Rawalpindi ring road project for adoption of optimal route on the existing studies (but not limited to) as follow;

• preliminary feasibility study – 38.3 km main carriageway Baanth N-5 to Thalian (M-2) with 3 optional links

• 6.5 Km Rehabilitation of existing Fateh Jang Tarnol Road.

Services Provided:

• Review of previous studies undertaken and carry out detail optional analysis of all the proposed alignments.
• Comparison and evaluation of all feasibility’s studies, detailed design and cost estimates of each route.
• Comparison and validation of the designs as per AASHTO Standards specifications (including AASHTO Green Book) or equivalent applicable on motorways in Pakistan.
• Validate design as per previous contract agreements between client and consultants.
• Validation of the traffic study report to assess the impact of the project on decongestion of traffic in twin cities. Conduct new traffic study to assess the accuracy and completeness of traffic data and identify gaps in previous studies.
• Conduct field surveys of each alignment to assess the existing terrain, waterways, residential properties, agricultural land, and religious sites etc. to assess the design parameters.
• Financial assessment of the existing proposed alignments in terms of economy, efficiency and effectiveness.
• Evaluate, analyze and compare all financial parameters of design using financial techniques but not limited to cost benefit ratio, payback and value for money analysis in context with financing mode of project Government funding, foreign bank soft loan and Public Private Partnership(PPP).
• The consultant shall ascertain the concept of economic corridor alongside of Rawalpindi Ring Road and develop a conceptual plan for each alignment to assess the benefits of economic corridor alongside Rawalpindi Ring Road for public interest at large.

Project Description:

The project consist of a 3.5-kilometer e-bus green mobility pilot corridor and 2 depots to reduce congestion in the city center, demonstrate improved traffic and parking management and to increase bus speed and service reliability. This will include (i) optimized locations and upgrade of bus stops along the pilot corridor; (ii) redesign of some of the intersections, traffic channelization, and minor road works; (iii) upgrade of the traffic signal system with optimized timing and synchronization; (iv) improved parking management measures; and (v) improvements for non-motorized transport (pedestrians and cyclists). Upgraded bus stops will incorporate security features to protect women and vulnerable groups.

The project has the following outputs;

(1) upgrade of zero-emission tailpipe bus fleet in Bishkek municipality; (ii) upgrade of bus depot infrastructure; (iii) establish of pilot green mobility corridor; and (iv)improve of Bishkek bus operation sustainability.

This project is executed according to the FIDIC General Conditions of Contract.

Services Provided:

• Design Review and Compliance: Review and approval of Contractor’s drawings and quality control of works for compliance with design.
• Project Management and Construction Supervision: responsible for assisting the Client/Employer with project management and the construction supervision of the Works contract. Provide support in overall coordination and management of the project including, progress and performance monitoring and reporting, contract administration and management, financial management, environmental and safeguards compliance and training and necessary assistance to the Client and other government staff to ensure effective project implementation. And also management of claims and disputes.
• Contract and Claim Management: Assist the Client/Employer for Civil Work Contracts for all the contractual matters and claims.
• Social and Environmental Safeguards: Supervise and monitor implementation of environmental management plan (EMP), Health & Safety Management Plans (HSMP) and Traffic Management Plan (TMP). Supervise compliance to Resettlement Plan or any other social development issues identified during feasibility study/detailed design phase.
• Quality Control: To ensure that the works are executed in accordance with detailed design developed and are constructed to the prescribed quality in accordance with the specifications, bidding documents, and quality assurance systems.
• Training: Contractors and UTD/BTD personnel for EMPs, HSMPs and TMPs management and monitoring during construction and operation.
