Project Description:
This assignment is one of three consultancies to design a second phase of investments under the proposed World Bank-financed Tanzania Cities Transforming Infrastructure and Competitiveness Project (TACTIC), implemented through the President’s Office – Regional Administration and Local Development (PO-RALG). The assignment is intended to be an international good practice example of urban development that enhances economic productivity and job growth, inclusiveness, and builds resilience to hazards.
This consultancy scope of work will cover the following 3 LGAs and preliminary sub-projects,
Mafinga:
- Construction of Central Market in Boma: Ward The Central Market shall be a hub for general products from various areas to the CBD consumers, to be built at Mafinga Urban Area on Plot No. 824 with an area of 33,395 m2.
- Construction of Bus Stand at Kinyanambo Area: The existing Bus Stand needs to be upgraded to accommodate the increased passengers/population. It is located at Kinyanambo Area on Plot No. 390 with an area of 55,129 m2
- Constructions of Paved Roads in Mafinga Town: The proposed roads (approx. 7.5km) shall increase connectivity and ease movement within the CBD area. The list of the roads is; Southern – Pareto Shamba Road – 1.64 km, Southern School – Makondeko Road – 0.8km, Old Changarawe Road – 1.36km, Lutherani Kanisani Road – 0.13km, Machinjioni – Lutheran Road- 1.85 km and Dembe – EAGT road – 1.83km
Makambako:
- Upgrading of Urban roads to Asphalt Concrete and drains: The proposed roads (approx. 6.5 km) shall increase connectivity and ease movement within the CBD area. The list of the roads are; Makambako Sec – Bethsaida Road – 2.35km, Kiwanga – Mbeya Road – 1.85km, Mgaya – Mhanze -Soko la Mbao Road – 1.51km and Kambo – Kahawa Pr. School Road – 0.54km.
- Construction of Makambako Bus Stand in Kitisi Ward: The existing Bus Stand needs to be upgraded to accommodate the increased passengers/population. It is located at Makambako Urban area on Plot No. 97 with an area of 22,000m2.
- Construction of Makambako Central Market in Makambako: Ward The upgrading of Central Market will transform it into a central destination offering a wide range of products sourced from different regions for consumers in the CBD. This project will be located in the Makambako Urban area on Plot No. 126, covering an area of 10,759.48m2.
Mbinga:
- Construction of Manzese Central Market in Mbinga Town Ward: The Central Market shall be a hub for general products from various areas to the CBD consumers, to be built at Mbinga Urban Area on Plot No. 620/2 with an area of 12,117 m2.
- Construction of Mbinga Town Roads to Bituminous Standard: The proposed roads (approx. 6km) shall increase connectivity and ease movement within the CBD area. The list of the roads is; Mbinga – Liparamba road – 1.89km, Lipembe road 1.5km, Kitanda road 0.51km, Kikwete road- 0.99km and Kaliwainga road -1.1km
- Construction of Bus Stand at Lusaka Area in Bethlehemu Ward: Mbinga Town needs a bus stand in order to prevent random and unsafe parking of buses in unplanned areas. It is to be built at Lusaka Mwembe, Mbinga Urban Area on Plot No. 107 with an area of 21,303 m2.

- Concept designs, Feasibility studies and Urban analysis
- Carrying out technical site surveys (topographical, hydrological, material/soil, geotechnical)
- Developing urban, architectural and landscape design concepts
- Environmental and social due diligence and enhancement (ESM, ESIA)
- Resettlement Action Plans (RAP)
- Improving Solid Waste Services
- Detailed architectural, urban and engineering designs, cost estimates, bidding documents and operations and maintenance plans and manuals
- Transfer of knowledge
- Capacity Development & Trainings
