Uzbekistan – Selection of Consulting Services for: Development of the pre-project research, concept development, preliminary design, and working documentation for the “Complex Building of the Khokimiyat of the Denau District, Surkhandarya Region” (Funded by IDA & AIIB)

Project Description:

This consulting service will develop a concept and prepare a package of working documentation for the construction of a new complex of buildings for the Khokimiyat and municipal services of the Denau District of the Surkhandarya Region, as well as the improvement of the adjacent territory. This project envisions a long-term yet practical solution for creating a unified complex of administrative buildings (campus). uniting 24 government agencies (approximately 500 employees), currently located in different buildings scattered throughout the city of Denau.

Services Provided:

• Stage I: Preliminary research, concept and draft design

1. Analysis of the land plot and adjacent territories
2. Studying the work of local authorities
3. Carrying out engineering surveys
4. Formation of a functional program and technical and economic plan
5. Development of preliminary design options for buildings
6. Developing a Sustainable Development Concept According to LEED Standards
7. Calculation of utility loads to obtain technical specifications
8. Assistance in preparing a presentation for the Ministry of Economy and Finance’s ONTS

• Stage II: Development of detailed design documentation

1. Clarification of key project parameters
2. Design of key architectural, structural and engineering solutions
3. Connection to external utility networks
4. Sustainability, Energy Efficiency, and LEED
5. Preparation of technical specifications
6. Environmental and Social Impact Assessment (ESIA)
7. Preparation of the Bill of Quantities (BQQ) and the starting cost of construction (in accordance with the international form) and design and estimate documentation based on the regulatory documents of the Republic of Uzbekistan (ShNK 4.01.16-09 and methodological recommendations)
8. Development of a Construction Organization Project (COP)
9. Obtaining a positive conclusion from state expert bodies

• Stage III: Author’s supervision during construction.

1. Conduct monthly site visits during construction and verify compliance of the activities with the working project (according to the schedule approved by the Customer).
2. Provide author supervision of construction.
3. To carry out the author’s supervision, the consultant prepares a log of author’s supervision, signed by the consultant’s responsible persons and the Client.
4. Experts carrying out author supervision visit the construction site within the timeframes stipulated by the schedule approved by the Customer, as well as at the Customer’s request under mutually agreed conditions.
5. A green building specialist will assist the client in the final green building certification process.
