The Cambodia Cross-border Connectivity Enhancement Project (3CEP) – (Funded by Asian Infrastructure Investment Bank-AIIB)

Project Description :

The objective of this project is to improve cross-border connectivity along selected road corridors between Cambodia and Viet Nam.

The indicative project components, to be determined and detailed as part of this assignment/ consulting services, are as follows:

  1. the improvement of four NR sections (160 km) to facilitate border connectivity, including: (a) NR 78 (at Ratanakiri), (b) NR 74 (at Kratié), (c) NR 72 (at Tbong Khmum), and (d) NR 2 (at Takéo);
  2. the construction of CBFs at the end of each above-mentioned border road (Oyadav, Trapang Sre, Trapang Plong, and Phnom Den); the CBF may include, among others, immigration building, administration building, different parking areas, main office building, staff accommodation building, and cargo terminal.

Services Provided:

  • Identification and Finalization of CBF Sites and Road Alignment(s).
    • Conduct initial site studies and consult key national and provincial stakeholders on CBF sites and alignments.
    • Establish guiding principles, select evaluation criteria, define the study area, map factors using GIS, and identify potential CBF sites and road alignments.
    • Conduct a multicriteria analysis of options and finalize the preferred option
    • Prepare draft and final CBF Site Location Reports, and Alignment Options and Selection Reports.
  • Conducting Feasibility Studies and Developing Preliminary/ Conceptual Designs and Developing Detailed Engineering Designs for all components.
    • Review of the infrastructure sector and existing reports and data, in the provinces that will include 3CEP components including among others, an assessment of the transport network, logistic facilities, and cross-border infrastructure.
    • Conduct desk studies, condition surveys, and stakeholder consultations to assess existing infrastructure and CBFs.
    • Perform technical assessments, traffic demand forecasts, population projections (2039 & 2054), and climate impact assessments.
    • Develop concept and preliminary designs for roads and CBFs, identify land needs, and prepare detailed engineering designs.
    • Review national E&S regulations against AIIB standards, conduct ESIA, develop ESMP, BRP, EMP, GSIP, SEP, and project-level GRM.
    • Address gaps in existing studies (e.g., Trapang Sre), conduct E&S due diligence for schemes involving past land acquisition.
    • Estimate capital/O&M costs, assess financial and economic viability for CBFs, roads, and overall 3CEP.
    • Prepare procurement plans, bid documents, construction prioritization (including 2nd CBF for DED), implementation schedules, manuals, and O&M report.
    • Finalize all required documentation for government and AIIB approval, including public disclosure translations.
