Project Description:
The project outlines a comprehensive assessment and planning effort to strengthen Zambia’s irrigation sector. The consultant is expected to review existing irrigation programs (public, community, and FLID), identify gaps and best practices, and conduct a nationwide baseline survey of irrigation facilities. They will analyze current financing systems and propose sustainable, innovative funding mechanisms tailored to different irrigation types.
The work also includes evaluating project supervision and monitoring methods, reviewing regional irrigation master plans, and setting realistic irrigation expansion targets (hectares, timelines, and costs). The consultant will assess water resources (surface and groundwater), irrigation potential, and overall water use.
Additionally, the consultant will identify sites for dams (10 large, 20 medium, 50 small), develop 10 bankable irrigation projects (one per province), and assess hydro-meteorological infrastructure. They will evaluate irrigation potential by region and typology, support planning tools for sustainable resource use, and contribute to increased agricultural production.
The assignment requires nationwide fieldwork, collaboration with other experts, and delivering actionable recommendations for improving irrigation development, financing, and management.
Services Provided:
- The consultant shall be required to visit an adequate representation of irrigation schemes in all the provinces to have an understanding of each field scenario and gather all the necessary data needed for the preparation of Irrigation Master Plan.
- The consultant will be required to prepare and present an inception report one month after award of contract to key stake holders.
- After half the consultancy time period has elapsed, the consultant will be expected to present a draft report to key stake holders.
- The consultant will be expected to present the final report three months before expiry of the contract period
- Payments on this consultancy are tied to delivery of the above milestones.
- Meeting arrangements and appointments with the relevant stakeholders in the irrigation sector.
